I'm in the process of starting a B20 build. Here is what I'm planning on running. It's going to be RS Machine 84.5 high compression pistons. Shot peened stock rods. ACL Bearings. ARP rod bolts. Golden Eagle block guard. GSR head. How safe will the stock sleeves be on a setup like this? When I search some say to sleeve some say it's ok not to. I want a strong and reliable engine but want to try and keep the cost down as much as possible. Thanks.

You're not even close to the limits of the sleeve if you use proper fuel management and prevent knocking.

Ok thanks. I plan on running a chipped ECU and having it professionally tuned. As far as preventing knocking would it be better to tap the block and add a knock sensor?

No. Your tuner will take care of that. Safe AFRs and safe timing maps will prevent knock.
