All depends on how much u wanna sink into it.

Personally, I'd start w distributor, plugs, coolant flush, brake flush, rebuild calipers, new rotors and pads, belts, etc.. Do all the maintenance. Easily spend $1000 right there

Then I'd start doing my research. Build threads.

okay and then after that? would it be ideal to put a throttle body spacer in it?

Your not really taking backinblue92 advice on searching build threads. That means decide on what you would like to do to your prelude and set a plan and budget for it and go from there. You can put a throttle body spacer on it but kind of pointless if that is all your putting on it. Getting a chipped obd1 ecu and dyno tuning would be a great idea. But for sure start with the maintenance items first then dig into building up your car. No use in pouring all this cash into your engine if the rest of your car is not up to par. Remember your talking about a 17 year old car there are a bunch of items to check and replace on it. I would know I have the same car and spent thousands on parts the previous owner never thought of replacing. Take your time and just set a plan and stick to it. Cars are not built overnight unless your a race shop with money everywhere.

no I'm not I'm just doing research on the 98 preludes and i don't know where to start like i wouldn't mind doing small things or something for performance or even maintenance like i don't know to much at all thats why i kinda wanted to get pointed in the right path and go from there do 1 thing at a time

We are telling you to start with the maintenance items like checking all the upper and lower ball joints on your prelude and fixing any and all oil leaks there may be from worn out old gaskets and seals. Also check for bad tie rods while your at it. As well as do a tune up on it like oil change, spark plugs, spark plug wires if they are old, cap and rotor for your distributor. Also check your radiator, hoses and try doing a flush while your doing the basic tune up.

Exactly. The re not new cars. Sure u can start with header, intake, exhaust, tb, etc but what's the point if you're gonna spend more time catching up on maintenance related stuff? Get the frame solid. It's like building a house. Why put in a skylight when the foundation is falling apart?

FYI

taking random advice on the internet will likely send you down the wrong road.
