Radiator Fan Does Not Come On During Idle

Radiator Fan Does Not Come On During Idle
I've tried searching, but it appears the other posts did not include as much information. So here it goes.
- Radiator fan does not come on during idle at all. The temperature slowly climbs up.
- It does cool down while driving so I don't believe it's the thermostat.
- Turning on the heater does cool the engine down AND both fans turn on.
- Both fuses for the fans are okay.
From what I've read, it may be the ECT sensor or the fan switch? I'm unsure where the fan switch is and should a malfunctioning ECT sensor throw a CEL? (I already have a CEL for cat so idk if the ECT is throwing codes yet)

There is two ECT switches. One is is on the left side of the water house outlet and the other is back by the thermostat housing. There wont be any CEL for them malfunctioning..Or at least ive never had one the couple times I had issues with them.
