Default prelude with h23 vtec timing off 4 degrees causing smog fail

I just tried to smog my 97 prelude with a h23a vtec swap I did, and it passed emissions but it was a failed smog because timing was off by 11-12 degrees. Me and my friend thought we corrected it to 16 degrees a month ago because I had the same problem but it appears it went back to 11-12 maybe because the battery was disconnected? Smog tech said the service port we jumped by where you plug in the code reader is only to check timing and it will only let you check timing not correct it is that true?
