Default no vtech/ loss of power in higher rpm after 5 speed swap

Did a 5 speed swap on a 99 prelude, Car runs and drives but when accelerating it seems like when vetch should be kicking in it loses all power and no vetch. It had a surging idle which I seemed to fix by moving the resistor on the ECU but not sure what else to do. I have read every post and every how to for the 5 speed swap on this forum and other and have only found one other person talk about having it but didn't explain the cause or a fix. thought I saw somewhere to disconnect the transmissions computer, I'm assuming that is the TCU? which is right beside the ECU correct? could that be the issue? Kind of stuck at the moment, any help would be appreciated.

Forgot to mention, the only CEL code im getting is #92 which has to do with the evap system.
