That is certainly not OEM (it may well have been made in a factory, but it was not supplied to Honda as an OEM steering wheel!).
I've been doing Preludes for a very long time and have never seen this part. Moreover, the stitching 'wanders' and is rather nonuniform. And you can see that the airbag section 'sits out' from the rest of the wheel. This indicates that it's probably just a leather piece sewed over the stock airbag cover. Not really indicative of an OEM quality part.
It does appear however that the wheel itself is an OEM wheel. But the red parts on it definitely are not.

Yeah that just looks like a re-covered oem 4th gen steering wheel. If they did the color like that, not sure why they didn't paint/ dye the black plastic as well.
If that is an airbag wheel, probbaly not a good idea, as it would impede airbag function, or rvrn worse turn the airbag into a rather dangerous explosive item in a crash.
