Default Automatic Transmission Problems

Just recently my 95 H22A Automatic Lude starts having transmission problems where it won't shift into gears. You can drive the car for about 5 minutes and whenever you slow down or come to a complete stop the RPM's just keep going up like your in neutral when you hit the gas. If you turn the car off and turn it back on, it works fine until you come to a stop or slow down again. When the car is in a higher gear it shifts and runs fine so I don't think it is mechanical failure. This happens in all gears (1,2,D3, and D4)

I bypassed the service connector and the D4 light is throwing code 15 which indicates a problem with the mainshaft speed sensor. This is the troubleshooting I have done so far:

1. Checked ATF level - OK.
2. Checked the resistance on the wires of the mainshaft speed sensor - passes with an OHM reading of 530.
3. Checked for continuity between D19 and D12 on the TCM and the 2 wires that goes to the mainshaft speed sensor - passes.
4. Checked for loose wires, connectors on the TCM - everything is tight, even took the 2 connectors out of the TCM and reseated them
5. Replaced mainshaft speed sensor and countershaft speed sensor- nothing.

With that being said, has anyone else had a problem like this before? I am thinking that it might be a bad TCM but when I took the TCM cover off, I could not see any damages to the board or capacitors.

One question though - I was checking on TCM's and apparently the 4th gen VTEC model only came in a 5spd. I guess an automatic H22A was only manufactured in Japan? With that being said will a regular 2.2L Prelude's TCM work cause right now I am currently running the TCM that came with my 2.3L SI (Part No. 28100P15A42)
