Default 98 Prelude Cooling Fan Issue

So I have my 1998 Prelude with h22a euro-r engine swap and for the life of me I cannot figure out why my radiator fans come on and they never turn off the rest of the time I am driving. The issue is I start my car and drive around normally and the car warms up but as soon as the radiator fans come on they do not turn off. Only time they do is when I park and turn the vehicle off completely. I have drained my coolant and refilled it completely, left the cap off for a bit to burp the system, replaced the coolant temperature sensor as well and nothing has helped this issue. I am thinking its my radiator fan switch on the thermostat housing, or maybe even my radiator cap is bad I will have to get it tested to rule that one out. I am stumped because it can be cold outside and my fans will still turn on and run the entire time I am driving, if anyone can shed some ideas or insight on this issue I am having I would be forever grateful.
