93' Prelude clutch fork not fully returning?

Icon2 93' Prelude clutch fork not fully returning?

My question is why isn't my clutch fork not fully returning?

I just put a new clutch kit in my car drove it around the block and the clutch was slipping while making a skreeching noise when I'd step on the gas. I checked my slave cylinder and it was working porperly. When I took off the slave cylinder I pulled the clutch fork towards the exhaust and realized the clutch fork wasn't returning fully. I put the slave cylinder back on the tranny, pressed in the clutch, then released the clutch. I checked it out and I had to pull the clutch fork back to resting position. So I drove the car without engaging the slave cylinder after pulling the clutch fork into place. Tried to make the clutch slip/skreetch, but it wouldn't do it. I shifted into second and the clutch started slipping again!
