Default 1993 Prelude tail lights not working

Here's what I know so far: tail lights do not work. Brake lights, turn signals, and reverse all work. Tail lights only work when the the "small light" fuse 20amp is in the fuse box AND the brights are OFF. As soon as I click the brights the fuse pops. BUT if I leave the 20amp fuse in, when my car is off and my lights are off, the tail lights and dash lights remain on (small light also powers dash lights which also have the same issue). Every time I need to drive at night, I pop the hood, put the fuse in, and take it out when I'm done driving so my battery doesn't die.

So my question is: is there a way to rig up the tail lights so that they are always on when my car is on? Such as just use a wire from the car's computer to the tail lights of something of that nature? Do NOT want to spend hundreds to fix this problem
