Pros:
- Lower center of gravity.
- Can put both feet on the ground (for vertically-challenged riders).
Cons:
- Poor handling characteristics.
- Less ground clearance.

even an inch....it basically will change the wheel base and possibly even the rake, so it's just no poor handling by having less ground clearance, it will completely change the way a bike feels and stuff. If you're only planning on strip cruising on the beach or making very few turns in your life time, don't do it.
plus if you're wanting to attempt this because you're short, there's other methods of shaving some inches off between your feet and the ground. Riding boots, shaving the seat, etc...
