I need help with this noise. Video included.

I need help with this noise. Video included.
It is there in park and neutral but not in reverse, in drive it is faint at low speeds.
When I first start the car in the morning, there is no sound for a couple secs and then this noise "winds" up.
It has something to do with the idle? maybe a pulley?
The steering is a little tight and the fluid does look dirty and I will have it changed soon. What I don't understand is how could it be dirty if the dealer says it is a "sealed unit with fluid lasting the lifetime of the car" there has/had to be a leak somewhere? the fluid level isn't dropping so maybe moisture is getting in somehow?
This morning I decided to check the coolant and it has the dark emerald green so it's probably the original long life antifreeze. After opening the cap, I can see little particles floating around in the radiator.
Looking at the overflow tank, it looks like its below min! I closed it back up and started the car for a couple minutes to let it warm up. I then checked the overflow again and it's still below min. Could this sound be the pump trying to circulate coolant and it's too low so it's working hard? Right now the radiator is full and the overflow is basically empty. The sticker on the hood says to change the coolant after 200k km but it only has 138k km on it.
