Default 2002 CR-V Drivers side brake rotor very hot

Here's the description of the problem: I have been noticing some substantial vibration between 55 mph and 65 mph, feels like a flat spot on the tire, or imbalanced tire. Vibration goes away after about 15 minutes of highway driving.

I had the vehicle in for state inspection and 30k standard service (fluids, belts, CV boots, etc.) as well as rotate and balance the tires. Vibration is still there, but I noticed also that the drivers side brake rotor is steaming hot, while the passenger rotor is warm to the touch but not hot. My guess is when the rotor got hot, the tire pressure went up.

Here's the question: What's broken? Tire? Brake rotor?

State inspection came back with no issues reported.

No idea what a "state inspection" is, but sounds like you have a brake caliper hung up. Either the slides are sticking or the brake line is collapsing.
