Check all fuses and factory grounds first. Next, remove the cluster and check for ignition and ground, if you search you will find a pinout with colors which will make things easier.

pinout for the cluster plugs. The back of the cluster is marked if you look close, it will say IGN for ignition, GND for ground, test a few points and see what you find.

Depends on the cluster and the vehicle. Most hondas 91 and older are cable drive, 92 and newer electronic. If the speedo is cable driven and not working, my guess is a faulty cable, or the incorrect mechanical VSS unit in the tranny.

Does part of your cluster function?

yes, the speedometer is mechanical... unplug it from the back of the cluster. leave it unplugged and drive down your street if you see the cable inside spinning then it's your speedometer reader.

as far as the fuel gauge, first check to see if the fuel gauge sending unit is even plugged in.

could just half of my cluster go bad?

how did he check it? did he just checked to see if the cable rotated, did he pull out the vss to see if it worked properly?

try and borrow a 90-91 civic or crx cluster, it doesn't matter if its for a dx or si. plug it in and see if your fuel gauge and speedometer work.
