Seems like rev limiter is kicking in at 3500-4000 rpms???
I have a 1990 civic hatch dx that was just swapped with a B18B1 Long block mated to a GSR trans with OBD-0 TO OBD-1 conversion running an LS ecu. It was all done "professionally" at Inline Pro. As Im driving home the check engine light comes on and I wanted to see how hard it pulls but then it feels like the rev limiter kicks in around 3500 rpms. Even when I free rev it it still kicks in. I cut the car off and back on with check engine light off and when I floor it it pulls hard with no rev limit but then after a minute it does it again with the check engine light on. Has this happened with someone???? How can I check the code????

the rev limiter issue is called "limp mode". Most Honda's will do this when something needs to be fixed related to a signal coming in to the ECU from a sensor. The code will be in a flashing light on the ECU beneath the passenger's side foot carpet. Take it back to the folks who did the conversion. They'll fix it.

Ground pin D4 at the ecu and it will cause the CEL in the dash to flash the codes just like the LED in the OBD-0 ECU used to. I rig mine up to a switch in the dash for easy code retrieval
