how to tighten timing belt dohc zc

here is a link that show how to replace/tighten dohc zc timing belt.
in link it says to turn crankshaft 1/4 turn counterclockwise. and then down the list it talks about reinstalling crankshaft pulley.
my question is how can i turn engine if the crankshaft pulley is off. i dont want to torque it down and risk messing up timing. should i tighten it finger tight and then grab on cranshaft pulley with my hands and try to turn engine that way.? im at a loss right now. i would like to work on it today so any help the sooner the better thank you all

couple of different ways you can turn it:
1. put the bolt and washer into the crankshaft without the pulley and use a socket and ratchet
2. slide the pulley on without bolting it and turn by hand - it is not hard to turn
Torque Spec for bolt - 120 lbf
