Do all new mufflers have 1/8" holes on the sides for venting?

Do all new mufflers have 1/8" holes on the sides for venting?
Just replaced my muffler and there are 2 holes
one on each side of the flat part
They are small about 1/8th of an inch and if you put your hand over the exhaust pipe they leak exhaust
Are these holes for when you get caught in a snow storm?
Do all mufflers have them now?
Its a monroe muffler
I have to go for inspection in a week and wondering if its ok

probably just drain holes so condensation doesn't build up and rust out your muffler

not that i've seen on OEM or aftermarket stainless catbacks. might be particular to aluminized cheap-o replacements. but yes, i'm sure i'll pass inspection.

I thought they were vents but .. i did not see them on my oem
Also anyone had the problem where it sounds like there is a lose weld in the muffler?
has a tinny metallic sound kinda when i get on it
The muffler is suppose to be OEM
Sometimes when the car heats up its quieter .. i think its a bad internal weld sounds a little indy car .. which is really sad on a crx dx automatic that is a everyday car not a race car heh
also my torque curve seems to be lagging in the 2000 to 3000 range
