Cooling fans issue/questions
1988 CRX Si JDM (D16ZC)
So I recently had my outer thermostat housing fall apart from corrosion, so I spent the weekend replacing that as well as the thermostat while I was there for good measure. I also then noticed that the two small hoses on the inner thermostat housing were reversed (heater return and recirculation hose) It was hooked up so that the heater hose was the one that was cut off by the thermostat's foot when open. So I swapped those around (as per the service manual diagrams), put the new thermo in with the new outer housing. I now have good heat and the car doesn't overheat at all idle or highway.
My issue is the cooling fans. They come on at what I presume is the right temp, but after coming on they won't turn off. If I let the car sit for a while eventually the bottom radiator hose (return) goes cold indicating a closed thermostat but the fans will stay on. The only way to get the fans off is to turn the heater onto max. To me this sounds like a bad thermostat. The thermostat I installed was rated at 77 degrees (manual states 78 +/- 2).
Would I be right in starting with a new thermostat (before I put it in I did test it in boiling water along with the old one and it DID seem to open a bit later than the old one, but I just shrugged it off)?

Also, I was wondering if anyone could answer a question about the cooling system, specifically about how the thermostat is located on on the return side of the radiator, as opposed to 100% of other cars I've seen with it on the outlet side. How would that possibly allow the thermostat to regulate the temp?

The themostat is installed correctly; that is the only way the cover could possibly be bolted on. My question was regarding the direction of coolant flow, not the direction of the thermostat.

Thats the question I have, that image, and every other website plus other cars I've looked at have the thermostat on the engine hot water outlet, whereas on the CRX its on the cold water inlet.
