Default B18B1 in 91 CRX - Timing???

I swapped a 96 B18B1 into my 91 CRX DX. I used all non-OBD components - Distributor, ECU, and injectors. I can't get the timing set to the red mark at 16 BTDC. The distributor is set all the way back as far as it will go and it's about 2/3 the way between the red and white marks. I was wondering if it's the distributor holes not opened enough to go the extra distance or if the B18A1 has the marks on the crank pulley slightly different to where I would actually be over the red mark?

Also it is possible that the base timing is different with an early PR4 than a P75. This is what you get for using the wrong ECU.

Base timing is not different. It sounds like either you arent shorting the ignition timing set plug or you have a timing belt that is off.

It's possible that I'm not setting it right. All I did was hook up a timing light and used it to adjust the timing. It seems to run fine but I don't think it's exact. What is the timing set plug? Or better yet, what is the proper way to set the timing?

Re-do everything timing related. Return the crank to TDC, make sure the cam gears are at TDC. Put the top arm of the distributor in the middle. It should work out.
