Default 90 civic DX/D16Y7 swap/P06 ECU - won't start and electrical problems

I have a 1990 civic DX with a D16Y7 and a P06 ECU. I stupidly bought it with a horrible wire tuck which caused major problems. It sometimes wouldn't start and I had a rats nest of wires next to my ECU. Sometimes I would wiggle the nest and then it would start. Eventually I decided to change my dash harness. I have a new harness installed. I'm sorry I don't know exactly what the new harness is from, I want to say a CRX, but everything hooked up exactly. I'm pretty sure I didn't miss a ground, and I know every plug is connected except the high beams and fans, which I don't think would cause the car to not start.

The problem is, now it still will not start. Before my fuel pump wouldn't prime. It's primming now but still wont start. I also don't have any cluster lights, but when I turn my headlights on, the check engine light will turn on, and turn off with the headlights. The brake lights don't work either. I just don't know where to begin to start looking for what could be wrong.

I am decently new to cars, Honda especially, so please let me know if I left out key information.

Check whether the engine has bright white spark.

Any CEL codes?

Brake lights fuse blown?

everything plugged in on the new harness, but it does not sound like wires are properly matched up. you need to get a diagram and start tracing wires to figure out what exactly you have in there if you ask me...or go and get a harness you are sure of where it came from and are sure it is compatible. Also if you have an engine harness with a horrible wire tuck....that may be in need of replacement as well.

No CEL codes, just comes on with headlights.
No fuses blown.
I'm waiting for my wife to get home to roll it over to check spark.

Sorry I had a long weekend and couldn't get to anything. I will repost about spark

Ok not getting any spark and I'm only getting 4 1/2 volts to the coil. I guess I need to try a new distributer. Sucks they're expensive.

4.5V at the coil doesn't indicate a bad distributor necessarily. What voltage do you measure across the two battery posts? What voltage do you measure at the igniter unit?

Do these input tests:

just checked and 12v at both

I didn't see the picture steps at first. Its dark now so I can't do any of that until tomorrow. Thank you though

Both? More details please. See input tests in diagram.

And where did you measure 4.5V?

Battery is 12v. i tested the ignition but I don't think thats what you meant now. I measured the 4.5v on the two wires that are attached right on the coil. One says - and other +. They go straight into the coil. I can't really see anymore though so the diagram will have to wait until tomorrow

Blk/Yel wire and Blu/Wht wires run to the coil. Both should have battery voltage.

When you have time and light, unplug the distributor connector and measure voltage on the Blk/Yel wire there.
