1991 Civic Auomatic Seat Belt Malfunction

Default 1991 Civic Auomatic Seat Belt Malfunction

Vehicle: 1991 Civic DX, 4-dr, manual tran., 1.5 litre SOHC


Question: Will removing the "Belt Warning Control" box cause a safety issue?

Background:
My Dad recently replaced my clutch, and while doing so he somehow managed to disable the automatic shoulder belts (the incredibly annoying kind that run on a track and nearly take your head off when activated). He can't seem to explain how it happened or how to fix it. We've tried every fuse and plug in the car, but no joy.

I'm actually glad they no-longer work because I hated the damn things anyway, the only problem was the seat belt warning alarm wouldn't stop beeping while the car was on. I was able to trace the sound to this box (see pic below) which was located behind the center of the dash, on the floor right up against the firewall.

After prying it open I found the little alarm on the printed circuit board (PCB) inside the box; it used to be where the red arrow and circle are in the bottom RH corner of this picture:

That stopped the beeping, but when I hooked the box back up the idiot light on the dash was still flashing; it's really annoying and distracting. I'd like to leave the box unhooked to stop the light from flashing but I'm concerned it may cause some other safety issue...?

Judging by the placard on the box (see pic at bottom of post) I'm guessing its solely responsible for simply warning you when the seat belt is unbuckled, but the whole thing was so hard to access, and was built so sturdily that I'm worried it may have a more crucial function. (It also looks too big to just be an alarm, but then-again we're talking about 1991 PCB technology here; I'm pretty sure simple calculators were at least that big in 1991. )

Anyone have any thoughts?

I manually forced the shoulder belts back into the up position and they appear to be solid so I'm not too worried about their effectiveness at this point; I just hate the idiot light on the dash.

The other option is to play it safe and leave the box hooked up and just open up the dash and take out the warning bulb, but that could be a pain in the ***...?

1. Anyone have any thoughts or experience on/with the "Belt Warning Control"?

2. How hard is it to access the instrument lights in the dash?
