same thing happened to my aunt's car...
does that mean that honda will cover it or does it mean that she has to purchase a new wiper motor for it to "stop wiping" the windshield since hers doesnt stop moving even when the switch is in the off position...

TSBs aren't recalls. They just help the techs by not making them have to look through all the possibilities. The TSB just brings the most common issue to light.

So, no, Honda won't fix it for free.

It sounds like your aunt needs a new switch though. That doesn't sound like the motor (which is what the TSB is for).

The OP might just need to tighten his wipers. Or it might be a linkage issue.

according to the site you provided...

<TABLE WIDTH="90%" CELLSPACING=0 CELLPADDING=0 ALIGN=CENTER><TR><TD>Quote &raquo;</TD></TR><TR><TD CLASS="quote">SYMPTOM
The windshield wipers do not go to their parked
position or do not shut off when you turn the windshield
wiper/washer switch OFF.
</TD></TR></TABLE>

thats the symptom that my aunt is experiencing though... i'll give honda a call and see what they think the problem could be.

She has a Civic also? I would try replacing the switch first with a switch that is known to work. All you have to do is remove the shroud and remove two screws. Then just pull the switch assembly out. Test the working one and you'll narrow down what it is.
