I don't really know how to explain this, but its the difference between the center of the rim, where it bolts to the hub, in relation to the rest of the rim.

when you hear 0 offset, that means the hub of the wheel is directly in the middle of the width of the wheel.
honda guys usually run a +40 offset so the hub is very close to the outer edge (toward the outside of the car)of the rim.
-20 would place the hub more towards the car.
a lower offset creates that LIP that a lot of people go for now a days
