Default touch up paint, to primer or not

Trying to decide whether to use primer on a small paint chip. I've read a few different articles and talked to a few people about whether to use primer or not before applying paint. I have a few small chips on the bumpers. One spot is on metal the rest are on plastic parts. Some people say must use primer, primer is made to stick to metal and paint is made to stick to primer. Others say yeah, but if its not a big spot don't bother with primer. The touch up paint I bought at the dealership doesnt say anything about using primer. Just says clean the area being touched up. It also doesn't say anything about sanding before or after applying paint . What do you think, bother with primer for spot size of a quarter? And should I sand area before and or after?

Thanks

How big a chip is it. My doorhandles are chipping along the edge, but I just plan on using a little bit of touch up paint. On the back however, there is a big spot where it looked like the former owner tried removing a sticker with some paint remover/striper, because there is no clear coat over it, and it isnt MR, it looks terrible. For that I will most likely just touch up using MR and then cover around the spot and spray a cheap clear coat, make it match better.

I say no primer unless it is an enormous spot, more than 4"-5"

I have a spot also thats about an inch both wide/high. I dont think we're going to use primer, just hit it a few times with the touch up.
