Default Timing belt LOose...Not tightening all the way.Tensioner??

Hey guys,
Just got the head resurfaced and I went to go put my timing belt on everything lined up but my belt wouldn't tighten which would normally indicate Tensioner. BUT IT TIGHTENS EXCEPT FOR ONE SIDE,IT IS EXTREMELY LOOSE!!
ANY IDEA?

did you follow the correct procedure for tightening the belt?

cylinder 1 at TDC (not really necessary)
loosen the bolt on the tensioner 180 degrees
rotate motor (via crankpulley) counterclockwise three teeth.
tighten bolt on tensioner
turn motor over a couple of times by hand.

generally, this procedure will take the slack out of the "front" side of the belt.

what i usually do is set it alittle off on the crank pulley along with the cam marks about a teeth off and then when i turn the crank pulley and the belt tightens up...the marks would line up...to get ur belt tight...just keep turning it untill all three sides are tight..fron back and on ur cams..then tighten the tensioner bolt where the belt remains tight
