when you turn your lights on does it come on?
alarms normally use the headlights and tailights to "blink" not brake lights
check fuses and the bulbs are only 2 - 3 dollars go get a new one and try it out

I have already tried buying a new bulb and it still does the same thing. I haven't checked the fuses yet so ill do that later on tonight but when i turn my lights on it is lit it just doesn't get brighter when i press the brake.

something similar happened to me i my old car. but it was the front blinker. it wouldnt light up when you had the parking lights or headlights on. but it would blink whne you had the turn signal on, and when you clicked the alarm. it was weird and a new bulb never fixed it.

try a new brake light harness, my friend had that problem in his hatch. a new harness fixed the problem and it was only $5 (from a salvage yard) $16 from dealership

You didnt touch the bulb all over with your fingers did you? That can damage them.
When i bought my car the previous owner had the tail lights all screwed up. Blinker was in the wrong place, he had a backup light in the red part, and one other one was burnt out. So i had kind of the same situation, but buying new bulbs solved my problem. Hope you get it worked out.

So even with a screwed up harness it can sometimes still light up when you arm/disarm the alarm system?
TIA
