tachometer needle sticking

tachometer needle sticking
I have a JDM VTi cluster (black face with amber needles) and i've had it for about 1 year now. I just noticed lately that the tachometer needle will stick around 1100 RPM and move slowly up or down as i accelerate or stop. Then when i rev the engine up to about 4000 RPM the needle jumps to that and functions normally until redline.
any suggestions to whats causing the problem?

just noticed when you turn the key just before turning the engine over, the needle jumps to 1100, its worse today..the needle is barely moving

i had a simililar problem my needle sticked and was barley moving. I took the needle off and put it back on and it works fine now.
