Default speedometer/odometer not working

I have a 1998 Honda Civic DX Hatchback, and the problem I am trying to fix is my speedometer and my odometer.

First, my speedometer, was messing up, it was bouncing up and down between 0 to 20, then it would stay on 20 while I drive.

So I replaced the speed sensor a few days ago (10/11/14), the speedometer started to work fine, now it's back to staying on 20mph.

I don't know how to fix this!

Second, my odometer is not working at all!
I've had this car for about a week, and the odometer will not trip or anything.

What do I do to fix these issues!?

So do I need to replace the cluster? I plan on buying a new cluster in a few days

I can't seem to find out where the wiring is going from the VSS. Theirs a clip that clips on the speed sensor, and then the wires all go into these tubes that hide the wires. I don't know where the wires are going to.....

Pull off the plug off the VSS and look at the contacts.

Check whether 7.5A dash fuse 15 is blown.

All fuses are good.
I bought a new speed sensor, but it didn't fix the speedometer problem, so i returned that part.

You were told that the issue is not your speed sensor..........

This problem is fixed. I went to the junkard and just bought a cluster. Everything is working now. Just on the new cluster, my gas handle floats.
