Rpms bounce when flooring gas.

Default Rpms bounce when flooring gas.

My engine is a D16z6 vtec, and whenever I floor in it in any gear it seems to start bouncing once I get around 3500 rpms. The rpms do not go up in a steady motion they will bounce from 4 to 5 and back to 4 until I switch into the next gear then it does the same thing. The rpms do go up but they will just keep bouncing from higher rpms to lower rpms while increasing. It does not seem to be affecting the motor though. I am not feeling any jerking in the car. I am wondering could this just be a sensor?

The rpm signal comes from the igniter unit inside the distributor on a blue wire. Test the igniter unit and the blue wire.
