Rough Idle problem - 98 civic ex
So, as I was driving around yesturday i noticed at a stop light that my car was running a little weird. When I got home that day I poked around for a while and still don't understand what could be wrong this time. Basically here is the issue..
When I start up the car in the morning it runs like it would normally, after driving it for about 20 minutes or until it gets to full engine temperature it starts to idle really roughly. It goes down to about 500 rpm and hovers around up to 900. As I understand its normal for an ex of this year to idle at 800 rpm when warm. So even though it idles rough at 900 sometimes its still very shaky with a weird sound to it. When i'm at a stop light I have next to no torque from 1000 to 3200 rpm then it starts driving like normal. What can be could be causing this? I have already eliminated the o2 sensors because I just replaced them a week ago.

@eghatch cell not on and no codes when I scan. Its a JDM d15b swap
@nub as far as I know never. All I did was change the plugs when I bought I 6 months ago

Pretty relevant info that should have been in the OP. Which D15B? There are 4 I know of off hand.

I don't know if you mean, bought the engine or bought the car. It should be standard practice when buying either to replace all maintenace items. Would you buy someone elses underwear and pull them on without washing them?

Its a JDM d15b meaning there is no letter and number after d15b. As far as I an tell its the standard Vtec, not the 3 stage vtec.
EDIT: It has the stock P2P ecu. I changed pluges, did a clutch job, timing belt, water pump assembly, engine flush, and rotter when I bought the car.

All D15B's are JDM which wasn't the question. The question was which one do you have.
So guessing based on what you said it's an OBD1 vtec. The OBD2 vtec D15B is the 3 stage. The head stamp on your engine should be P08 if this is right. There's always the chance of the original P2J head being on an import block.
Does your CEL work and is it on?
Your edit mentions a timing belt change. Any chance this was just prior to this problem?

I had a rough idle in the 1500s. It started when one of the bolts came loose near the idle valve controller and loose tubing. Later on in the week, I had another rough idle. I changed the TPS and that fixed it for a day. I read the CEL and that didn't provide good enough specifics.
A month of rough idling, I had the mechanic look at it and he changed the gasket to the intake valve, and ta-da. That cured my rough idle.
