it should be fine the way it is. for all they know your old cluster broke and you had to buy a new one that just happened to have lower miles.

Go to a speedo shop. Its the only right way to do it.
There was a how-to posted awhile ago, but its since been removed, because of all the liars/cheats that exist out there.
You can either spend some time searching for the how too, disassemble the cluster and try to figure out how it works to DIY (its not difficult), OR go to the speedo shop, so it is documented.
Those are really your only choices.
Oh...whatever you do, do not remove the needles. You dont have to mess with them to accomplish the odo change.

a 12V power supply, a VSS and a drill will work with enough time.
also a function generator and a 12V power supply will work as well.
forward is easy, backwards is a little more difficult.
unless the current reading is less than the last time you were inspected I wouldn't worry about it. They see cars every two years with 10 miles more on the odo at times.
