Rear seatbelts dont lock for a child seat... Are seatbelts guaranteed forever?
So I went to install my son's child seat into the rear of my 92 Civic Si. The trick to this is to pull the seatbelt all the way out until it clicks and then will lock. However, mine do not lock. Are they supposed to lock on this particular car or are mine malfunctioning? And if mine are faulty, I remember hearing someone once say that Honda seatbelts are guaranteed for the life of the vehicle. Can anyone varify? Until I figure this out, I can't put my boy in my car.

Yep, 2 ways:
Google search the following terms: 1992 civic si recalls
OR
Call your local Honda Dealership and ask if there are any recalls pertaining to your seatbelt issue.
If not, I doubt it's covered

Honda's have a lifetime seatbelt warranty. I just had the driver's buckle replaced on my '92 Accord. They inspected the buckle, determined that it was under warranty, and then fixed, although they said that they'd charge me for the tech's time if it wasn't under warranty.
Good luck

I just called the dealership and they said that the seatbelts in the rear are not supposed to lock. He went on to explain how there is a device that when the brakes are applied will lock the belts and that my car should have anchor points for a child seat. I looked and didn't find any anchor points. I think the only way I'm going to resolve this is to install some belts from a newer honda/acura in the rear.

That guy you talked to probably hasn't been in the business very long. They didn't start adding baby-seat anchors to cars until 2000-something...
The locking rear seatbelt feature is a more recent design addition as well, and might not have been available on vehicles as old as 92. The only way to know for sure to look through the original owners manual of your car in the section detailing "baby seat installations" (if they even had that back then )...
FYI: The "statistically" safest place to put a baby seat is always the MIDDLE rear seat. This is nice & easy since there is no shoulder harness there anyways, and the lap belt simply snugs down into place & stays tight by design...

I don't believe your car is equipped with the self-locking seatbelts. My '96 doesn't have that feature. What you have to do to lock the seat in place is get one of those clips that secure the shoulder and lap belts together and make it tight. It is a pain in the ***, but you need to do it for the child's safety. This is what I'm talking about.
