where is the iat sensor in a 00 honda civic ex sohc?

if IAT stands for Intake Air Temperature i think it would have to be the sensor on your intake tube

the wiring seems okay on there but when i clear the code with a code reader it comes back on with the car not running is it the ecu?

most likely it's the sensor. if you have a shop manual, there should be a way to check the sensor.
