oil spitting out the exhaust. Burning oil.
I have a 99 si motor with skunk2 cams and springs and retainers. I've done a compression test and it was all good. So it's not the rings. What do you guys think it problem is? I washed the car and now it has oil spots all over the back bumper. Seems like it's spitting out oil. The oil is getting low though.

i'm guessing from your setup, you're taking the car to 9k + rpms and at that engine speed you're going to lose some oil.
also, if you're running rich, water from your exhaust will collect carbon from the exhaust piping and form little black dots on the back of your car which is sometimes mistaken for oil.

Running rich wouldn't make him burn/lose oil. I'm gonna agree with the first person. Your revving the motor up to where your valve train still makes power but the rest of your engine doesn't want to :-P
