Default Mushy brake pedal/pedal drops to floor even after a brake fluid bleeding flush

Flushed out the brake fluid with the standard brake bleeding procedure. (Did not bleed the ABS though because the Helm's did not mention to do it.)

There was a little evidence of air bubbles in the line but I flushed them out. But the brake pedal still feels mushy and will tend to drop the floor a bit. Does this mean the Master Cylinder is definitely defective or are there other possibilities?

Is this the definitive answer? Is there any other possibilities before I replace this part?

If the brake system is "tight" and there are no leaks, everything points to a bad master cylinder. If you have air in the system, the pedal will be spongy or low but it will not drop to the floor over time. There are only 2 things that will cause the pedal to drop to the floor. 1. external leak in brake system evidenced by fluid leaking out. 2. master cylinder leaking internally, causing the pedal to drop to the floor. It can also leak externally; if it's leaking externally, you will probably notice a run of brake fluid where the master attaches to the booster cylinder.
