Default Main Relay is working but not recieving ground from ECU

The main relay in my 99 honda civic is working but the fuel pump isn't priming itself so I found out that if I ground out the fuel pump relays ground wire on the main relay the fuel pump starts right up and primes itself fine. I tracked that ground wire from the main relay straight from it right down to the ECU. Does this suggest that my ECU is fried? I'm trying to find an ECU that I can swap with the AEM that I have in the car to see if it will power the fuel pump right. Was just wondering if I was on the right track?

Yeah, your on the right track. To me it sounds like your ecu is bad. I had the same problem and that was the cause.
