Default Jumpy speedometer: VSS or cluster?

I checked with the local Honda dealership and a new VSS for a 1994 Civic is over $100 (forgot exact price). Local Napa store can get a third-party VSS for about $50 same day if ordered by 10am as they don't have one in stock.

From the video, is the jumpy speedometer from a bad VSS or a bad cluster? I'm not sure if a bad VSS or a bad cluster results in different or similar jumpy speedometer needle behaviour.

I don't need to change it right away as it doesn't happen that much, though it seems rough roads sometimes trigger the jumpy needle. I'm going home for Thanksgiving so I'll try to swap out the VSS from a family member's '95 Civic to see if the problem still persists.

My case was similar and was caused by the speedometer. I just changed all speedometer to other and problem was solved.
