Yeah, didn't see the interior lights fuse in the pic. You can just keep pulling fuses until you find a busted one. It should be like a 7.5A fuse.

isn't the 99 a EK...
interior lights, should be the same as "instrument lights"
if it was the fuse in the engine bay, more than the interior lights might not be working...
Also the engine bay fuse box, has the fuse layout printed on to the cover... unless you some how scratched or rubbed it all off.. you should be able to tell which is which...
if all else fails, test it with a DMM (Digital Multimeter)
you can get a decent DMM for about 20 bucks at radio shack, home depot, sears, etc.

But the dimmer switch doesn't control the dome or map lights

Re: Interior lights stop working (bigbadboy)
I have a 96 civic ex and all of a sudden yesterday I got in my car to go home from work and noticed that the lights behind the tach, speedo, temp, gas etc gauges aren't working! The high beam light comes on fine and also the other lights when you initially start the car but everything else won't light up! I checked the "instrument lights" fuse below the steering wheel but its fine and also checked the interior light fuse under the hood but it appears fine too. anybody know what my problem is? TIA

Re: (StreetRacinThug)
thanks for the help guys.
I'm guessing its got to be either a ground problem or the dimmer. I had a spare fuse and tried it but it didn't work(7.5). There is more than one bulb back there right? If thats the case, I doubt all of them went bad at the same time like streetracingthug stated. Then again I have no idea what i'm talking about
Guess I"ll have to start tearing the damn thing apart now
Thanks again. I'll post back what I find.

UPDATE
Got the cover off below the steering wheel and was able to pull the dimmer module out. It appears to be something with the plug or the dimmer itself. I unplugged it then plugged it back in and it started working but if i wiggle the wires right at the plug sometimes they will go out so I've figured out at least what it is for now. Its working atm so i'm going to let it be until it completely dies. Thanks again for the help.
