Default Inop Radiator fan

I'm having trouble with an inop radiator fan on a 99 DX hatch.

Have replaced with OE parts: cooling fan relay, thermostat, ECT switch, radiator (for prior leak).
20a fuse 57 confirmed good. Radiator fan motor confirmed good with power probe. Cooling system is fully bled. No visible damage to wire harness (12v measured at fan motor connector C211 with key on).
My question is this: could a bad PCM be causing this?
Thanks in advance

Is the engine overheating? Any problems other than the fact that you think the fan should be running?

The fan switch is the primary control for the fan, not the PCM.

Just fix the problem rather than running the fan constantly. And don't threadjack. Create your own thread.

Thanks all. Finally resolved the issue. Fault found at underhood fuse box - between 20a cooling fan fuse and rad fan relay. Replaced it and all is well.
