Injectors not pulsing
I have a 95 civic si obd1 d16 im getting fuel to rail but injectors r not pulsing.. Any one have any ideas.. I already tried another ecu but still not pulsing..

I'd say change them out they are most likely broke. Did you check them with a Voltage Tester or Multimeter yet? There's info on how to do it if you search around some.

How do you know they aren't pulsing? Did you use a screwdriver or stethoscope? It would be unlikely to have all 4 suddenly not fire.
Check the ECU fuse first. It should be in the under hood fuse box.
Is the CEL coming on for about 2 seconds and then turning off when you turn the ignition on? If not, check your main relay, they sometimes go bad and the ECU won't receive voltage and won't fire the injectors. If it is turning on and then back off, check the wiring. You have one wire from each running to a 4 wire plug on the passenger side, and 4 yellow wires with a black stripe running to the driver's side to the dead end plug and these receive voltage. Check for voltage between this wire on each and the block, there should be 12v.
If the injectors are firing, it's possible you aren't getting fuel pressure. You can crack a fitting loose with a rag on top to see if there's pressure. Generally, if there's pressure, the pump is working right. If you aren't getting fuel pressure, check for voltage at the green wire on the main relay, it should be 12V and this runs the fuel pump. You should also be able to hear the pump prime for 2 seconds when you turn the key to II, though it may be faint.
