Default idling woes...pls help...95 civic b16a

so my idle air control valve went bad. starting reving ever once in a while on its own and would throw a check engine light and surge and all that. i would clean and lube it up and would drive okay for a few days and then start doing it again. i checked the code it was iacv code. so i bought a new one from oreillys for a 95 del sol with a b16 it was a bwd 31051 for $160. so i installed it and would still rev on its own. so today i got my car up to operating temp and pulled it into the driveway and shut it off. then i unhooked the iacv started the car and it idled at like 1000rpm. after turning the adjust screw all the way in it would still idle at 500. so i shut it off and pulled the ecu fuse and hooked the iacv back up and adjusted the screw until it idled fine. drove it down the road and clutched and it would idle at 2000. id have to pull up on the accelerator pedal to get it to go down. if i shut it off and restart it it idles fine, but after i put a load on it and clutch it idles at 2000. so i adjusted the idle screw in a lil bit and drove down the road and clutched and it dropped down to about 200 rpm and stayed there. it still will rev a lil bit on its own too. it has no vacuum leak and ive even tried playing with my throtte cable position. also its kinda hard to tell exact rpm cause all i have is a jdm sir2 cluster and it starts at 500rpm. im thinking of returning the part and getting one from honda for $180. im using the p30 ecu and i have an extra p28 im thinking of trying just to see how it idles but i dunno

the code that is threw for th iacv also say bad ecm so you might wanna try swapping you ecu's and if there is no check engine light try messing with you fast idle thermal valve that is located on the bottom of the throttle body and next time your gonna buy parts for your sir2 buy them from a 94 del sol cause the swapped to obd2 half way though 1995
