I had trouble finding my PCV valve for my 1999 civic DX, I can help you find it.
It was difficult to understand what the Haynes Manuel and AllData was describing as the location of the PCV valve for my 1999 civic DX. To put it simple, it's located (you facing the firewall) under the intake manifold above the oil filter and to the right of a black box. The only way I was able to access it was by taking off the air intake (not the throttle body) and the fuel rail (its a good oppurtunity to pull out your injectors and clean them). I don't believe I had to remove anything else, the rest should be disconnecting some hoses. An alternative to accessing the PCV Valve is changing it during an oil change, Jiffy Lube offered to do it for $100.00 it should take only 10 minutes to accomplish. The only obstruction you have when your trying to access the PCV Valve from under the car is the Oil filter. I really didn't feel like draining my oil, as the oil was still fairly new. Also, unless you use a lift, accessing underneath the car using Jacks doesn't give you the most room.
