as far as i know that is going to be the easiest way to tell. If it does not say HONDA or Stanley on it, its prolly fake. Look at the position of the actually headlight bulb housing. If it looks off-center....it most likely made by the lowest bidder in china and you could call it a fake/knockoff.
Honda=A level of quality.

As mentioned before, they'll say HONDA along the bottom and STALNEY too.
Also, they won't have any diffusers (the little shield that goes in front of the headlight bulb) but will have holes for a small light bulb (194/168) called the city light.
'97-'98 headlights will not have a spot for the long amber reflector in the turn signal and won't have an amber bulb cap on the light bulb (just compared my USDM headlights and Type-R headlights). US headlights use a clear dual filament bayonet bulb (3496/1157) and the CTR uses an amber single filament bayonet bulb (3497/1156). If you use US turn signal bulb sockets then you can use the dual filament type bulbs.
'99-'00 headlights will have a clear reflector inside the corner instead of an amber one IIRC.
And of course the reflective housings of the lights will be a gunmetal like color, not chrome.
Some "SiR" (this is what many people call overseas non-CTR lights) are available with a bronze housing finish, but this is rare and difficult to to tell from the normal CTR color without good photos with good lighting. These lights all say Valeo instead of Stanley as well.

A city light is a small light in the headlight housing that's used instead of the marker lights we use here (the constantly on amber lights in the turn signal area is what we use).
So, the US uses an amber light in the turn signal section (aka. a "parking light").
Japan uses a city light. You'll see the hole for the city light diagonally under the hole for the headlight bulb.
Here is a city light in a headlight for a '99-'00 Civic. Keep in mind that some aftermarket headlights also have these.

They're headlights. There's not a lot of parts that wear out or break from use. Anything broken would be pretty obvious when you check them out before purchase.
All lights sold overseas that aren't CTR headlights or the rare bronze tinted lights would come with the chrome housing.
"SiR" headlights are what people call pretty much all headlights that aren't CTR lights. They're just like the CTR headlights except that they have chrome housings instead of gunmetal/bronze. Some "SiR" headlights also say Valeo instead of Stanley on them.
CTR headlights all say Stanley because, as far as I'm aware, all JDM '95-'00 Civic headlights were made by Stanley. Valeo headlights are sold in at least some parts of Europe and perhaps elsewhere. They are all OE Honda headlights though.

PasswordJDM often inflates prices and makes lots of replica parts, which they then often sell at the same price (or similar) to the original part. I do not buy from them because I do not agree with their business practices.
An easy way to not get raped when purchasing a lot of parts is:
- Know what you're looking for (and know what to look for)!
- Don't buy brand new unless you have to!
