Help - Speedometer Stuck on 15 mph
96 Honda Civic EX coupe
Common Problem? You tell me!
When I start up my car, the speedometer jumps to about 15mph and stays there, even when idle and when running. When it wants to work, it will just break loose, and goes into normal; it'll then operate and read accordingly. My friend's 95 Honda accord has this same problem also, so I assume it is common. Maybe someone can tell me the problem and how to fix it.

youll have to replace the cluster.
reason being because the VSS (vehicle speed sensor) generates more voltage at a greater frequency as you accelerate. it is impossible for the VSS to generate voltage at a complete stand-still. and if wiring was a problem, the needle would either stay dead at 0 or be completely maxed out. therefore it has to be your cluster. have fun!

wow, that makes sense. That was going to be my next guest because I changed out the vss before and that did not get rid of the problem.
Question- How or what would have caused the VSS to generate more voltages at higher frequency, thus causing the problem with the cluster?
While we're here, anyone have an ex 96-00 cluster 132k miles or lower for cheap?
