Hello honda tech,
it's been a while since I had an issue but here again with another .. my 96 civic ac doesn't turn on what so ever.. scenario: I get into my car I turn the key to the on position at least the the blower fan and the condenser fan should turn on but it doesn't. Now I try to turn my ac on. I set it to the 1 position out of 4 and nothing turns on, not my blower fan or my condenser fan. If I put it at 4 it still doesn't turn on .. neither does the green ac button .. my vents do open and close tho uit my ac switch doesn't want to turn on. it doesn't turn on with the fan either. I've disconnect The blower motor and tested it and it works perfectly so does the condenser fan. Then I test the connection itself to to the blower motor. With the car off its on zero of course.. with the car on, I've tested the connection from 1-4 and my multi meter only reads 1.7v thru the thr low and high on my ac control panel. Ive changed the blower resistor, the blower motor relay and the other relays and still nothing. When I've tested the same vehicle s working ac unit blower motor connection when it's on full blast it reads 12v and on low it's at least 4v.. why wouldn't my ac unit work at all? Nothing turns on and everything is connected and grounded to my knowledge.
I've done extensive research and I'm trying g to fix it myself before I call it quits

You need to get the factory service manual. It can be found free online (do a search). It has a step by step flow chart that is perfect for your problem.
