Sounds to me like you have two different problems:
1. Your AC is smoking and making loud noise. The first time this happened on my gsr swap it was because the AC belt tensioner had worked itself loose. The second time it happened, it was because my AC compressor clutch was going bad. Both are fairly easy fixes.
Are you sure you're using the correct mount for that AC compressor? You need either a 97-01 CRV mount, Delsol vtec, or 99-00 Si. The integra mount won't line up quite right with the d-series compressor from what I've heard. Is the belt running straight?
If you have to replace the compressor clutch, the parts are about $100 new from Honda (because it comes with clutch, pulley, shims, etc), or you can junkyard a clutch for $5 like I did... which isn't really recommended, but worked for me.
2. Your car is overheating (for whatever reason). When you turn on the heat, it pumps hot air away from the engine and into the cab, thus cooling the engine. Figure out why you're overheating. It's either going to be thermostat, a low coolant condition, or fan problem. Low coolant could be a leak in a hose, heater core, head gasket, etc, or water pump going out. Fan could be wiring, switch, ECU, etc.
At first glance, I don't think your problems are related.

i appreciate it,i put coolant in it made sure the radiator had water no leaks so far. i have a mishimoto radiator with a slim fan. i dunno might be the thermostat..as far as the ac compressor goes it makes a loud noise lie its working to hard and then the belt start to smoke and leak into the cabin. but it doesnt happen all the time. also even when the compressor is off the belt is still running causing the noise. if that makes any sense.

sounds like the belt's messed up then for some reason. When I was having the clutch problem, it only happened with the AC on. Either the tensioner's not adjusted right, or you have the wrong mount for that compressor. Or the belt could be going bad, I guess.
On that motor, I believe you have to pull the powersteering pump to inspect the AC belt and tensioner.
