heat in eg: blend door?

heat in eg: blend door?
i have a 95 eg civic.
got the car and ita had a painted and "tucked bay".
i have done several wire tucks and this was bad, no solder and all speaker wire....
fixed all of that. it also had NOTHING behind the dash, which means no heater core , blower motor air ducts NOTHING!
i had a eg parts car i tok all that out of and when the parts car was running it had this same problem:
heat barely blows out and its barely warm if any , and its warmer when im not moving.
i changed the blower motor and it does the same thing.
i flushed the heater core with water its free and clean, and yes my heater valve is open all the way.
the only thing i can think of is the blen door might be open for some reason.
i have another heater core but dont want to pull the dash again if the heaer core seems free flowing and clean. i forced compress air in one end and it came out the other strong.
and BOTH HEATER HOSES ARE HOT when car is warmed up
i pulled he ac evaporator out of th box also for a little more free air. same thing.
any input?
