Having trouble starting

Having trouble starting motor!!!
I am having trouble starting my car. The motor will turn over with no trouble, however, the spark plugs will not fire. I have removed one still connected to the spark plug wire - there is no spark when the engine is trying to be started. Does anyone have clue to what might be the problem?
Also, (not sure if this has anything to do with it) I recently installed some foglights. I'm getting power from the ACC switch (from the turn of the key). I don't think this is the issue, but I removed the splice and the car still won't start.

I'm not sure where these two items are. Can you please tell me where to locate these? To let everyone know I have a 92 5th gen civic, d16z6 motor. We replaced the distributor In August. The car ran fine a couple of days ago, and after installing the foglights - it just won't fire.

I replaced the distributor with a new one, it was under warranty. Installed correctly with all new components. Still won't spark at the spark plugs. I have also checked every fuse under the hood and under the dash = all okay. Does anyone have any idea what else might be wrong?

You may be right about the ECU. My friend with an Eclipse had the same thing happen to him. His car would not start and he checked the entire ignition system. I did the same. My question is does anyone have a used ECU for sale? I don't know if this matters I have a 92 civic hatchback si with D16z6 motor.

unless ur pretty sure about all the other problem, get a ecu, but first
