Default Hard to start after fuel up

I have this issue when fueling up and only on a fill up or putting gas in. My d16y8 full GReddy turbo kit and SPEED FACTORY Tune idles at 200 or maybe 300 rpms and wants to die. Hold the throttle at 2k then let off the throttle and it goes away after 30 seconds to a minute and idles at 800.. no engine light "cel". What would cause this?

Likely something to do with the evap system. Do you smell gas after? Could be getting flooded.

Ok so would that be a charcoal canister or something like that.. im new to the Honda world. This is my daily driver just trying to fix the little bugs. Could one of the lines for the evap be clogged or where would I even start with the evap system?

Yes there is a charcoal canister, the pupose of which is to absorb fuel vapor (evap) so it can be drawn into the manifold later and burned. There are some valves that control the fuel vapor going into the canister from the fuel tank. One you may want to look at is the Onboard Refueling Vapor Recovery (ORVR) which is present on 99-00 civics. It's valve opens when refueling. You may be getting liquid into the canister somehow? Maybe the turbo is overwhelming the evap valves and drawing fuel through the system. Try not filling up all the way and see if symptoms persist. PM me for more detailed info.
