Default Gauge Cluster Problem

I have a 95 civic dx and I just got an ex cluster, and I thought it was plug and play, but when I hooked it up nothing worked, a few lights work but none of the gauges, the gas gauge dropped from half to zero when I turned on the car. I've never dealt with clusters before does this mean its broken or did I do something wrong?

It probably is broken because a cluster swap is plug and play.

Bump talked to the seller he said everything worked fine before he pulled it, just trying to make sure the problem isn't on my side first. The gas gauge was at half before I plugged it in and then dropped to the bottom once I plugged it in and started the car, IDK if that means anything though.
